Moreno Valley College Takes Bold Step Toward Launching California’s First Emergency Management Bachelor’s Degree

Moreno Valley College (MVC) has earned state approval to launch California’s first Bachelor of Science in Emergency Management, a groundbreaking program that will prepare students for leadership in disaster preparedness, response, and recovery. The degree is set to welcome its first cohort in Fall 2026, marking a historic milestone for the Riverside Community College District and the state.

 

Developed in partnership with leading agencies—including the Riverside County Emergency Management Department, CAL FIRE, and the California Emergency Services Association—the program directly responds to state and regional workforce demands. Statewide, job postings for emergency management directors grew by 18% over the past decade, yet until now, no public college or university in California has offered a bachelor’s degree in the field.

 

The 120-unit program includes coursework in natural disasters, crisis communication, psychology of disaster, public safety finance, and project management, alongside a capstone and internship to provide real-world experience. The curriculum has been finalized, and marketing efforts are underway with a dedicated program website where students can express interest.

 

“The Emergency Management degree will transform access to high-quality, affordable education in one of the fastest growing career fields,” said Professor Charles Wilhite, who led the program’s development. “MVC is proud to create a pathway that meets the needs of students and strengthens our communities.”

 

By pioneering this program, MVC continues its mission to provide education that is innovative, affordable, and aligned with California’s workforce needs.
